Saat ini, Indonesia berada di ambang Revolusi Industri ke-4 atau era Revolusi Industri 4.0. Oleh karena itu, revolusi industri 4.0 sektor pelabuhan merupakan hal yang baik bagi smart port dan smart supply chain. Dengan adanya Revolusi Industri 4.0 dan teknologi digital, persaingan dan pembangunan ekonomi yang semula bertumpu pada pemanfaatan sumber daya alam beralih ke pengelolaan teknologi informasi dan keterampilan kerja. Di sini penting untuk berinvestasi dalam sumber daya manusia. Era revolusi industri 4.0 telah membuka peluang bagi sumber daya manusia (SDM) industri untuk memperoleh keahlian sesuai dengan perkembangan teknologi terkini. Oleh karena itu, perlu dilaksanakan suatu program untuk meningkatkan keterampilan tenaga kerja (up-skill) atau memperbaharui keterampilan (re-skill) untuk kebutuhan dunia industri saat ini.
