Abstract

This study analyzes the relationship between tender strategy and Return on Investment (ROI) in construction service projects at PT Nuga Sigma Potenzia (NSP). Moving beyond winning the tender, selecting an appropriate strategy is essential for project financial performance, as bidding decisions directly impact profit optimization. This descriptive quantitative study employs a case study design, analyzing eight completed projects from the 2023–2025 period. Financial data were obtained from internal documents to calculate ROI, while strategy quality was evaluated through internal expert assessments. Strategy effectiveness was mapped using the Technique for Order Preference by Similarity to Ideal Solution (TOPSIS) method. The findings indicate a positive alignment between tender strategy effectiveness and actual project profitability, though the relationship is non-linear across all cases. Strategies emphasizing cost estimation accuracy, technical document quality, and team readiness generate a higher ROI than those solely focused on the lowest bid price. These findings provide practical implications for PT NSP in establishing a multi-criteria decision-making framework to evaluate tender practices.
