Implementation of Financial Evaluation Towards A Preliminary Study of The Decision to Implement Public-Private Partnershipin A Surgical Installation
(A Case Study In A Surabaya Hospital)

Hospital is a health service institution that provides comprehensive individual health services, namely promotive, preventive, and rehabilitative services that provide inpatient, outpatient, and emergency services. This study aims to review the Proposal for a Private Public Partnership Financing Scheme in the Construction of a Surgical Installation at a Hospital in Surabaya. The research method used in this study is Descriptive Qualitative research, which is intended to provide a descriptive explanation of a particular phenomenon, which is carried out through the stages of interviews, observation, and documentation. The results of this study indicate that the projected income from the Surgical Installation itself can cover the Payback Period in the third year of the Construction of the Hospital's Surgical Installation Unit, therefore, the Private Public Partnership scheme proposed by the Hospital for the development of its Surgical Installation is less appropriate and it would be more efficient if the development of the Surgical Installation was carried out with funds from the Hospital itself.
