Abstract

This study was motivated by variations in performance achievements among BPS Regency/City offices in Lampung Province, reflected in differences in SAKIP scores, organizational culture survey results, and active innovations during 2023–2025. These disparities indicate that transformational leadership and organizational culture have not been fully optimized in improving employee performance. The study aims to analyze the influence of transformational leadership and organizational culture on employee performance, both directly and indirectly through psychological empowerment as a mediating variable. A quantitative explanatory approach was used with Structural Equation Modeling Partial Least Squares (SEM-PLS). The population consisted of 406 employees, with 118 respondents selected from 14 BPS Regency/City offices. The model tested seven hypotheses covering direct and indirect relationships. The results show that transformational leadership and organizational culture positively influence employee performance directly and indirectly through psychological empowerment. Psychological empowerment significantly strengthens the relationship between leadership, organizational culture, and employee performance. The findings emphasize the importance of inspirational leadership, adaptive and collaborative organizational culture, and enhancing employees’ sense of competence, autonomy, meaning, and impact at work to improve public sector performance and governance within BPS Lampung Province.
