Abstract

Green Purchase Intention (GPI) has emerged as an important psychological driver in advancing the green economy agenda following the Rio+20 Conference (2012). However, evidence regarding the effectiveness of regulatory support in shaping GPI remains fragmented. This systematic literature review (SLR) aims to identify the most frequently studied forms of regulatory support, examine the mediating and moderating mechanisms underlying their influence on GPI, and highlight research gaps and future directions. A systematic search of Scopus, Web of Science, and Google Scholar databases for studies published between 2012 and 2026 yielded 1,543 records. Following the PRISMA screening process, 23 quantitative cross-sectional studies were included for analysis. Data were synthesized using thematic qualitative and descriptive quantitative approaches, while study quality was assessed using the JBI checklist. The findings indicate that government regulations were the most widely investigated form of support (78% of studies), followed by economic incentives (65%) and corporate social responsibility initiatives (52%). Consumer trust and green consumer orientation emerged as the most consistent mechanisms linking regulatory support to GPI. Moreover, the effectiveness of regulatory support varied according to law-enforcement credibility, geographic context, and generational differences. Although regulatory support generally enhances GPI, its effectiveness depends on institutional and cultural conditions. Future research should employ longitudinal and experimental designs, expand cross-cultural comparisons, and explore the roles of artificial intelligence and the metaverse in promoting sustainable consumption.
