Abstract

Family land in rural Indonesia is frequently cultivated on the basis of kinship and oral understandings, leaving the rights, obligations, duration, and boundaries of use undocumented. In Bongo Nol Village, Paguyaman District, Boalemo Regency, where maize farming is the main source of household income, initial data collection showed that 68.8% of residents held land ownership certificates, while around 93% of family land cases were potentially or actually in dispute because no written agreement existed. This community service program aimed to strengthen legal certainty in the use of family land and to provide a written instrument that families can use to regulate land use for food production. The program applied a participatory and educational approach involving 15 students of the Thematic Community Service Program of Universitas Negeri Gorontalo, two supervisors, the village government, and the Land Office (BPN) of Boalemo Regency over 45 days. Activities comprised coordination with the village government, door-to-door data collection in every hamlet, drafting of a model land use agreement, legal counselling with BPN as resource person, and the handover of the draft to the village office. The program produced a simple model agreement containing the identity of the parties, the land object, the purpose of use, the rights and obligations of the parties, and the terms of use, which is now kept at the village office as a reference. The program shows that written intra-family agreements complement land certification by giving de facto tenure security to family members who cultivate land for food.
