Abstract

This study aims to analyze the implementation of subsidized fertilizer policy in Tunfeu Village, Nekamese District, Kupang Regency, focusing on the Harapan Kona Farmer Group. The research employs a qualitative descriptive approach using a case study method to obtain an in-depth understanding of policy implementation at the local level. Data were collected through observation, in-depth interviews, and documentation, involving key stakeholders such as government officials, agricultural extension workers, distributors, retailers, and farmers. The analysis is based on Edward III’s policy implementation model, which includes communication, resources, disposition, and bureaucratic structure. The results indicate that the implementation of the subsidized fertilizer policy has not been fully effective. Communication among stakeholders is not yet consistent, particularly regarding distribution schedules, leading to uncertainty among farmers. Resource availability, although generally adequate, is constrained by distribution delays and limited infrastructure. The disposition of implementers shows a relatively positive commitment; however, it has not been fully responsive to field constraints. Meanwhile, the bureaucratic structure is formally well-defined but tends to be complex, resulting in inefficiencies in the distribution process. These findings suggest that the effectiveness of policy implementation is influenced by the interdependence of communication, resources, disposition, and bureaucratic structure. Therefore, improving communication systems, strengthening coordination among stakeholders, and simplifying distribution mechanisms are necessary to enhance the effectiveness and accuracy of subsidized fertilizer distribution.
