Abstract

Labor regulations play an important role in creating fair, balanced, and sustainable industrial relations between employees and employers. Various legal instruments, such as Law Number 13 of 2003 on Manpower and Law Number 6 of 2023 concerning the Stipulation of the Job Creation Government Regulation in Lieu of Law (Perppu) into Law, are intended to strengthen labor protection while promoting national economic growth. This study aims to analyze the effectiveness of labor regulations in improving workers’ welfare in Indonesia from the perspective of business law. The research employs a normative legal research method using a statutory approach and library research. The findings indicate that labor regulations have established a legal framework for protecting workers’ rights, including the right to fair wages, social security, occupational safety and health, and freedom of association. However, the implementation of these regulations continues to face several challenges, including weak law enforcement, the large informal sector, excessive outsourcing practices, and the unequal bargaining position between employees and employers. Therefore, stronger law enforcement, improved labor inspection systems, and greater harmonization between business policies and labor protection are essential to ensure the optimal welfare of workers.
