Abstract

The rapid expansion of nickel mining activities in Konawe Regency, Southeast Sulawesi, has significantly increased the volume of heavy-duty mining trucks on public road networks, creating severe traffic congestion and road infrastructure deterioration. This study aims to systematically review the literature on time-window and metering-based operational management models for mining truck transportation and their effectiveness in improving traffic performance. The method employed is a Systematic Literature Review (SLR) following the PRISMA (Preferred Reporting Items for Systematic Reviews and Meta-Analyses) protocol, analyzing 15 scientific articles published between 2019 and 2023. The findings indicate that time-window systems effectively reduce peak-hour traffic volume by 25-40%, while metering approaches increase intersection throughput by up to 28%. Integration of IoT-based fleet monitoring and smart traffic management systems further enhances operational efficiency. Key success factors include stakeholder coordination, digital infrastructure investment, and enforcement mechanisms. Challenges identified encompass high implementation costs, limited local institutional capacity, and social resistance from mining communities. The study recommends a comprehensive and adaptive regulatory framework for mining truck management in Konawe, incorporating time-window scheduling, electronic metering, dedicated haul road corridors, and real-time monitoring to achieve sustainable improvements in traffic performance and road infrastructure quality.
