Abstract

Micro, Small, and Medium Enterprises (MSMEs) in the culinary sector play a strategic role in supporting the local economy in Palangka Raya City, particularly at Pasar Mini Datah Manuah. Although the city government has issued Regional Regulation Number 10 of 2024 concerning the Implementation of Cooperatives and Micro and Small Enterprises as a legal basis for MSME empowerment, its implementation still faces various structural problems, such as weak inter-agency coordination, limited resources, and low participation of business actors in government programs. This study aims to evaluate the implementation of culinary MSME empowerment policies at Pasar Mini Datah Manuah based on George C. Edwards III’s policy implementation theory, which includes four variables: communication, resources, disposition, and bureaucratic structure. This research employs a qualitative evaluative approach with data collection techniques including observation, in-depth interviews, and documentation. Informants were selected using purposive sampling, consisting of local government officials, market managers, and culinary business actors. Data analysis was conducted using the Miles and Huberman model, with data validity ensured through source and technique triangulation. The findings indicate that the policy implementation is at a low to moderate level of effectiveness. All four Edwards III variables reveal a gap between regulation and practice, particularly in policy communication, limited supporting personnel, low commitment of frontline implementers, and fragmentation of authority. Systemic reform is needed through strengthened inter-agency coordination, improved human resource capacity, participatory technical guidelines, and a data-based monitoring and evaluation system.
