Abstract

This study aims to examine the role of the Berth Planner System in vessel scheduling arrangements and to identify the obstacles in the implementation of the system toward berth allocation efficiency and vessel waiting time at Pantoloan Container Terminal. This research applied a qualitative descriptive method with data collection techniques through observation, interviews, documentation, and analysis of terminal operational data during the period of December 2024 to July 2025 at Pantoloan Container Terminal managed by PT Pelabuhan Indonesia (Pelindo). The results indicate that the Berth Planner System plays a role in supporting vessel berthing schedule arrangements, berth allocation processes, and operational coordination so that berth utilization becomes more organized. However, the implementation of the system still faces several obstacles, including limited berth capacity, high vessel traffic intensity, decreased loading and unloading productivity, and operational disruptions which affect vessel waiting time. Therefore, improvements in berth capacity, optimization of loading and unloading equipment, and stronger operational coordination are needed to improve the effectiveness of vessel services.
