Regional development is carried out as a means to improve the quality of life of the community with the support of effective and accountable public services. Bugul Kidul District has a strategic role in realizing digital-based governance through E-SUKMA and E-SAKIP, so this research is focused on analyzing the role of sub-district leadership in following up on the results of E-SUKMA and E-SAKIP based on the theory of policy implementation of George Edward III. This study aims to analyze the role of sub-district leadership in achieving the E-SUKMA and E-SAKIP targets in realizing effective and accountable bureaucratic performance in Bugul Kidul District, Pasuruan City. This study uses a qualitative method with a case study approach conducted through data collection in the form of interviews, direct observations, and document tracing. Referring to Government Regulation No. 17 of 2018 concerning Districts, Ministerial Regulation of PANRB Number 14 of 2017 concerning Public Services, Ministerial Regulation of PANRB Number 88 of 2021 concerning SAKIP, and the theory of policy implementation of George Edward III. From the results of the research conducted, it can be concluded that the leadership of the Bugul Kidul Sub-district has encouraged the achievement of the E-SUKMA and E-SAKIP targets administratively and supports the realization of effective and accountable bureaucratic performance, but the use of survey results and performance evaluation as a basis for continuous improvement and strategic decision-making still needs to be optimized.
