Implementasi Kebijakan Mal Pelayanan Publik pada Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu di Kabupaten Timor Tengah Selatan

This study aims to analyze the implementation of the Public Service Mall (MPP) policy at the Investment and One-Stop Integrated Service Office (DPMPTSP) in South Central Timor Regency. The research employs a qualitative descriptive approach using the policy implementation model of George C. Edwards III, which emphasizes four key variables: communication, resources, disposition, and bureaucratic structure. Data were collected through observation, in-depth interviews, and documentation, and analyzed using the interactive model of Miles and Huberman, including data reduction, data display, and conclusion drawing. The findings indicate that the implementation of the MPP policy has been carried out and reflects the local government's commitment to improving public service quality. From the communication aspect, policy transmission has been conducted hierarchically; however, clarity and public understanding remain limited. In terms of resources, constraints in human resources, budget allocation, and infrastructure, including information technology and digital literacy, hinder optimal implementation. The disposition of implementers shows a generally positive attitude, reflected in their responsiveness and commitment to service delivery, although technical limitations persist. Meanwhile, the bureaucratic structure, including standard operating procedures (SOP) and inter-agency coordination mechanisms, has been established but requires further optimization due to organizational fragmentation. In conclusion, the effectiveness of MPP policy implementation depends on the integration of communication, adequate resources, supportive disposition, and adaptive bureaucratic structures. Strengthening these aspects is essential to enhance public service quality and ensure sustainable policy implementation.
