Abstract

Child sexual violence in Tanjungpinang City is a critical and escalating issue driven by the dominance of patriarchal culture. Social structures that position men as primary powerholders create unequal power dynamics, increasing children's vulnerability as objects of sexual violence. This descriptive qualitative study aims to identify the manifestations of patriarchal values, forms of social dysfunction, and patterns of abuse using Durkheim's Structural Functionalism perspective. Data were gathered through interviews, documentation, and official records from the Regional Technical Implementation Unit for the Protection of Women and Children (UPTD PPA) of Riau Islands Province and the Department of Women's Empowerment, Child Protection, and Community Empowerment (DP3APM) of Tanjungpinang. Findings reveal that families often fail in their protective role due to social stigma, a culture of silence, and attempts to preserve family reputation. Weak law enforcement, gender bias, and the prevalence of informal case settlements further perpetuate perpetrator impunity. From Durkheim’s perspective, this situation reflects social dysfunction, as existing structures reinforce rather than prevent violence. Consequently, addressing child sexual violence requires moving beyond curative measures to driving social transformation through gender equality education, cross-sectoral child protection systems, and transparent, victim-centered legal reform to break the cycle of violence.
