The growth of research activities in higher education institutions necessitates a governance system that ensures scientific quality and adherence to research ethics principles. The Research Ethics Committee (KEP) of Khairun University, through its Science and Technology Ethics Committee (KEP Saintek), strives to provide ethical clearance services. However, as a newly established body, KEP Saintek faces challenges regarding service digitalization, document integration, and the effectiveness of administration and communication. This community service initiative aims to develop a service website for KEP Saintek at Khairun University, serving as a tool for digital transformation in ethical clearance management. The implementation employs a participatory system development approach, encompassing user needs assessment, system design, technology implementation, user training, and service evaluation. The project will yield a KEP Saintek service website featuring information on research ethics, online ethical clearance applications, digital document management, review process monitoring, and the archiving of ethics decisions. Implementing the website supports services that are more systematic, transparent, and accessible, while enhancing administrative efficiency and research governance through digital documentation and monitoring. Further development is required to integrate the system with Khairun University’s broader research ecosystem.
